James "Jim" Taylor retired from the U.S. Navy at the rank of Chief Warrent Officer. While in the U.S. Navy he was on six ships with 20 years at sea and 12 deployments. Upon his retirement he and his wife Vi moved from San Diego, California to Mitchell. He was employed by the St. Louis Public School District to teach at Cleveland Junior Naval Academy as a Naval Science Instructor and after 18 years, retired in 2007. While at the Academy, he was promoted to Assistant Naval Science Department Head and Dean of Cadets to more closely supervise the 1,000 plus cadets.

In 1992 he ran for Precinct Committeeman of Chouteau Five and is still serving in that position. He is currently the Chouteau Township Democratic Party Chairman. Four years ago, he ran for sucessfully and became the Chouteau Township Tax Collector. Upon the death of Chouteau Township Trustee Leroy Starks, and after Leroy's wife turned down the position, he was appointed to the Chouteau Township Trustee Board.

He is very active in the community, both civic and as a strong advocate for veterans. In 2006, Jim and his wife Vi each received "The President's Volunteer Service Award" for their service to the community.

Trustees:

The board of trustees carries out orders prescribed by the electors/voters assembled at a Township Meeting, either annual or at a special meeting. The trustees are the legislative arm of the Township. The trustees set policy and procedure for the Township Supervisor to administer. Also, they have some duties that they carry out as ordered directly to them by the Illinois General Assembly. All activities or projects must first get the voted approval by the Board of Trustees.
